Three years since Russia-Ukraine war: What is the state of truce talks?

Three years into the Russia-Ukraine war, the state of truce talks remains uncertain. Despite various attempts at negotiations, a lasting ceasefire has yet to be achieved.

In January 2023, Russia proposed a 36-hour Christmas truce, which Ukraine rejected, calling it a "cynical trap." The truce had little effect, as fighting persisted, and the Wagner Group, a Russian paramilitary organization, did not commit to the ceasefire.

Fast-forward to 2025, and there are indications that both sides may agree to a ceasefire. However, experts warn that this would not necessarily mean peace.

In early 2025, U.S. President Donald Trump initiated direct talks with Russian President Vladimir Putin to expedite a resolution to the conflict. These discussions, notably excluding Ukrainian representatives, have raised concerns among European allies and Ukraine. The exclusion of Ukraine from initial negotiations has been perceived as undermining its sovereignty and agency in determining its future.

European leaders, particularly French President Emmanuel Macron, have stressed the need for a peace agreement that ensures Ukraine's sovereignty and security. Macron has warned against hasty settlements that could compromise long-term stability and advocated for a cautious and inclusive approach to negotiations.

Ukrainian President Volodymyr Zelenskyy has maintained a firm position on regaining all occupied territories and securing NATO membership. However, the exclusion from initial U.S.-Russia talks and the potential for international pressure to make concessions pose significant challenges. Zelenskyy has expressed willingness to consider various avenues for peace, including personal political sacrifices, but insists on solutions that do not compromise Ukraine's territorial integrity or sovereignty.

UN on the other hand has passed a resolution which condemns Russia's attacks on Ukraine. The resolution further calls for an immediate end to hostilities, the withdrawal of Russian forces, and the restoration of Ukraine's territorial integrity.
