The United Arab Emirates (UAE) has launched free access to ChatGPT Plus, a premium version of OpenAI's AI chatbot, making it the first nation to do so for all its residents.

This initiative forms part of a major strategic alliance between OpenAI and the UAE government, aimed at enhancing the nation's AI capabilities.

The partnership includes plans for a large-scale AI infrastructure project in Abu Dhabi, termed Stargate UAE. The ambitious project is designed to create a central hub for artificial intelligence in the region. Within this framework, a one-gigawatt AI supercomputing cluster will be established, starting with an initial operational capacity of 200 megawatts expected to come online next year.

OpenAI’s initiative is part of the "OpenAI for Countries" program, intended to assist nations in developing AI systems that reflect local languages and governance. Emphasis is placed on maintaining data privacy and promoting responsible AI use, ensuring such technologies align with national priorities and policies.

Sam Altman, CEO of OpenAI, has characterised the UAE project as a "bold vision." He argues that it aims to unlock benefits of AI across various sectors, including healthcare, education, and sustainable energy, ultimately fostering advancements that reach broader audiences worldwide.

This partnership also involves several tech giants such as Oracle, Nvidia, Cisco, SoftBank, and Microsoft, along with G42, a UAE-based AI company. Collectively, the goal is to shift the UAE into a prominent position within the global AI arena.

With ChatGPT Plus now accessible to all residents at no cost, millions will benefit from advanced tools for diverse tasks like writing, studying, coding, and planning. This is seen as a revolutionary step, granting wider access to sophisticated AI technologies across various demographics in the UAE.

Moreover, the UAE has voluntarily committed to investing in AI domestically, aligning its expenditures with corresponding investments in the United States. A report from Axios notes that their joint financial outlay could surge to approximately $20 billion, evenly partitioned between the two regions.
